Introduction :
The old Electronic Risk Register (eRR) system in KWC was in use since 2006 and was associated with “Section 3 Standard”, which was no longer applicable to HA. The HA Organisation-Wide Risk Management (ORM) Policy and Strategy were issued in 2015 and outlined the guides and tools for ORM. The old eRR was incompatible with the updated Policy in terms of risk classifications, definition of risk ratings, reporting format, etc.
Objectives :
The project aims to develop a user-friendly electronic system which could: (a)Facilitate the reporting and monitoring of risks at departmental, hospital- and cluster-levels. (b)Facilitate the formulation of functional and organization-wide top risks.
Methodology :
In order to develop a workflow-oriented system, a working group was formed to look into all the tasks related to risk management. Users’ feedback on the existing system and desirable features were also obtained through engagement of relevant stakeholders in various communication platforms. Every steps within the workflow were reviewed so that the objectives, task frequency and the relevant users of the procedures were deliberated with the IT team for system development. After implementation of the new system, evaluation was conducted through survey.
Result & Outcome :
A prototype was developed in September 2019 for user acceptance test and rolled out subsequently in October 2019. An evaluation was conducted after implementation of the new system for 1 year. A total of 48 respondents took part in the survey, covering 41 out 160 departments/units in KWC. 92% of users agreed that the new system was compatible with HA Organisation-wide Risk Management (ORM) Policy. 88% of the users agreed the interface of new eRR was more user-friendly when compared to the old system. Above 85% of the users agreed that the new eRR facilitated the workflow of risk management, data analysis and risks reporting.
