Introduction :
Purpose: Occupational injury of duties was one of the big issues for the employer. It caused suffering victim being incapacity for work and increasing workload for other employees. Consequently, the quality of service and team spirit might also be affected. The support team will help employee to pass through the IOD process and on site investigation on any hazardous situation, near miss or at-risk behavior identification. Ultimately to minimize IOD rate and prevention of occupational injuries of employee working in HA.
Objectives :
Method: In order to minimize the IOD rate, immediate on-site inspection, investigation and preliminary report for IOD case was implemented from 4Q2019. It was initiated by Departmental Operations Manager (DOM) and coordinated by Departmental Safety Officer (DSOs). The Inspection was conducted by team members of OSH working group. Once IOD reported via AIRS, ward supervisor would inform DSOs. Subsequently, DSO will conduct on-site inspection and investigation as convenient as possible. Recommendation for improvement work would be provided after discussion with related staff personnel. It aimed to help managers to investigate the potential cause of IOD and develop reasonably practicable, precautionary and remedial measures to prevent the recurrence of incident. At the same time, the victim and witness of IOD would be interviewed with solicitude and the full picture of the incident would be studied. In order to maintain the OSH standard and performance of the staff, Cross-ward audit Program was implemented and would be conducted on regular basis since 4Q2019 apart from original self-ward audit. It would cover Manual Handling Operation (MHO) and Display Screen Equipment (DSE). Different wards were assigned in pairs. The schedule for audit was set after discussion. Team members from different ward were assigned to conduct the audit for paired ward once per year. One to two staff would be audited without prior notice on the day of audit. Finally, the audit result and recommendation for improvement would be provided after completion of audit.
Methodology :
Results: Compliance rate of cross-ward audit was 100%. Simultaneously, the support team work in progress on prompt site assessment. Throughout the process, some unsafe act and condition were noted. It would be used to alert other staff to prevent recurrence of IOD. Also, appropriate controls could then be put in place to prevent recurrence of such events. At the same time, good practice would also be shared to the staff. However, IOD site inspection and Cross-ward audit were an ongoing programs, the result would be evaluated once every half year. The IOD rate and its trend would be monitored and the OSH performance would be assessed based on the audit result. The program would be modified and improved base on the evaluation. Conclusion: IOD site inspection and Cross-ward audit are useful to maintain OSH standard and prevention of IOD. All related parties including managers, staff and OSH team satisfy and had positive feedback towards the implemented program. Consistent effort should be paid to maintain the OSH standard in workplace.
